1. Can I connect my SEC-1212 / SEC-1223 AC-DC power supplies in series to increase the output voltage?

Yes. However the output current rating will remain the same.

2. Can I adjust the specified the output DC voltage of 13.8 Volts on the SEC 1212/ SEC 1223 AC-DC power supply?

The output can be adjusted by adjusting a potentiometer on the PCB inside the enclosure. The available voltage range is 12.5-18.5 Volts.
